SCOPE

The Democratic National Convention (DNC) will be held at the Fleet Center in Boston between July 26th-29th. Please find below information regarding transportation and access to the Longwood Medical and Academic Area (LMA) during the DNC.

ROAD CLOSURES

North:
(NEW) There will be one lane on Interstate 93 South dedicated for emergency vehicles and MBTA buses between each end of Route 128 (from Woburn to Braintree) between July 26th-29th.  I-93 South will be closed between approximately  4 PM and 1 AM for the 6 miles between Medford (Exit 32) and I-90 (Exit 20). There are estimates that the police will start the closure process nightly anytime between 4:00 -6:00 PM.  Between 4 PM and 1 AM there will be two lanes of traffic instead of three lanes on I-93 from Medford (Exit 32) to Route 128 N.

Route 1 South and the southbound lanes of the Tobin Bridge will be closed starting at Exit 32 (Route 60) during the evening hours when I-93 is closed. All southbound traffic will be diverted to other routes, with the exception of emergency vehicles and other designated vehicles. 

Route 1A South will be closed at the airport exit. The Sumner Tunnel (airport to downtown Boston) will be closed to vehicle traffic with the exception of emergency vehicles and other designated vehicles. The closures will coincide with the I-93 evening closure. Tobin Bridge southbound will also be closed in the evenings.

South:

West:
Memorial Drive eastbound will be closed in the evenings from the BU Bridge to the Longfellow Bridge. 

Storrow Drive eastbound will be shut down possibly as far west as Western Avenue to Leverett Circle, with the closure of I-93. Traffic will be closed east of The Sumner Tunnel in the evenings.

I-90/Mass Pike will have lane and exit restrictions between Allston and East Boston, associated with the evening closure of I-93. 

Special Note: There are nine principals in Boston for the DNC, who require Secret Service security, including past Presidents, their wives, and current candidates. There will be impacts to traffic and access around Boston, including the LMA, if any of these principals visit an area.

Please be advised that roads may be close at anytime due to credible security threats.

MBTA SERVICES

North:
North Station will be closed at the end of the day on Friday, July 23rd and will be reopen on July 30th (exact time has not been announced). The Orange Line trains will not stop at North Station between July 23rd-July 30th.  Orange line trains traveling inbound from Oak Grove station will bypass North Station and stop at Haymarket Station.  There is construction work on the Lechmere Green Line that is unrelated to the DNC. Beginning in early June, buses will replace trolley service between Haymarket and Lechmere stations. These buses will follow the same routes as the trolleys, using surface roads. Starting on the evening of July 23rd, the buses will go directly from Science Park Station to Haymarket Station, bypassing North Station. At Haymarket Station, commuters can take the Orange Line to Ruggles Station and take the MASCO Ruggles Express Shuttle for free from Ruggles Station to the LMA. MASCO will be providing more service on the Ruggles Express Shuttle during the DNC. Please see details below. Passengers may also take the Green Line from Haymarket to the LMA.Service to North Station may not resume until July 31st (exact time has not been announced).

Blue Line services are not anticipated to change at this time.

MBTA Harbor Ferry and Commuter Boat Service: During the DNC week, Lovejoy Wharf will be closed, which will impact the MBTA inner harbor ferry routes, F5 (Lovejoy Wharf, North Station to Moakley Courthouse and World Trade Center, South Boston) and F3 (Lovejoy Wharf, North Station to Charlestown Navy Yard). These inner harbor ferry routes will operate out of Long Wharf during the DNC. From the South Shore, MBTA commuter boat services are available from Hingham to Boston, and from Quincy and Hull to Boston and Logan Airport during the DNC. There are three water shuttles that go to Logan Airport, please check Logan Airport’s website under water transport for more information.

Commuter Rail Service from the north will be impacted by the DNC. Please find below the changes to the commuter rail services and MASCO’s additional shuttle bus service to accommodate commuters traveling from the North.

  • Fitchburg/South Acton Line will stop at Porter Square. The MBTA recommends that commuters travel on the Red Line from Porter Square during the DNC. As an alternative, MASCO will be operating private shuttle services from Porter Square to the LMA during the DNC. Please see details below.

  • Haverhill/Reading Line will stop at Oak Grove, where passengers can transfer to the Orange Line. Passengers can take the Orange Line to Ruggles Station and can take the MASCO Ruggles Express Shuttle for free from Ruggles Station to the LMA. MASCO will be providing additional service on The Ruggles Express Shuttle during the DNC. Please see details below.

  • Lowell Line will make a stop at The Anderson Regional Transportation Center. Passengers should transfer at Anderson Regional for MBTA bus service directly to the Red Line at South Station. From South Station, commuters may take the Red Line to Park Street and change to the Green Line to the LMA. From South Station, commuters may also take the Red Line to the Orange Line at Downtown Crossing. Passengers can take the Orange Line to Ruggles Station and take the MASCO Ruggles Express Shuttle for free from Ruggles Station to the LMA. MASCO will be providing additional service on The Ruggles Express Shuttle during the DNC. Please see details below.

    Passengers may also transfer to a second bus route from Winchester to Haymarket via Wedgemere and West Medford stations. At Haymarket Station, commuters can take the Orange Line to Ruggles Station and take the MASCO Ruggles Express Shuttle for free from Ruggles Station to the LMA. Passengers may also take the Green Line from Haymarket to the LMA.

  • Newburyport/Rockport Line will make a stop at Lynn Station. The MBTA will be operating bus service directly to the Red Line at South Station. From South Station, commuters may take the Red Line to Park Street and change to the Green Line to the LMA. As an alternative, MASCO will be operating private shuttle services from Lynn Station to the LMA during the DNC. Please see details below. 

    Passengers can also remain on the train until they reach Chelsea station where they can transfer to bus route # 111, which connects with the Orange and Green Lines at Haymarket Station. At Haymarket Station, commuters can take the Orange Line to Ruggles Station and take the MASCO Ruggles Express Shuttle for free from Ruggles Station to the LMA. MASCO will be providing additional service on the Ruggles Express Shuttle during the DNC. Please see details below. Passengers may also take the Green Line from Haymarket to the LMA.

Amtrak Downeaster service between Portland, ME and Boston will be suspended during the DNC week, July 26-29th.

South:
Red Line commuters traveling from areas south of Boston can take the MASCO JFK/UMASS Shuttle from JFK/UMASS Station to the LMA. MASCO will be providing additional service on The JFK/UMASS Shuttle during the DNC. Please see details below. 

Orange Line commuters traveling from areas south of Boston can take the MASCO Ruggles Express Shuttle for free from Ruggles Station to the LMA. MASCO will be providing additional service on the Ruggles Express Shuttle during the DNC. Please see details below. 

Silver Line services have no changes at this time. 

Commuter Rail Lines from the South have no changes to services at this time

West:
Green Line services have no changes at this time.

Commuter Rail Lines from the West have no changes to services at this time.

Additional Information:

  • The MBTA plans to run subway lines at peak period frequencies on the Red, Orange, and Green Lines, to the extent possible. The size bags, backpacks, briefcases, etc. may be limited and subject to search on all MBTA subway and commuter rail lines. Please plan accordingly. Additional information will be provided as it becomes available.

MASCO'S SHUTTLE SERVICES DURING THE DNC

MBTA Services MASCO has provided additional shuttle services only in those areas where the MBTA could not meet the members’ needs. MASCO evaluated transportation impacts related to the DNC and recommends what is likely to be the most efficient means of access for LMA commuters (see above). Below please find details on supplemental services to be provided by MASCO.

Shuttles Meeting Commuter Rail Trains from the North of Boston 

Porter Square Shuttle

Morning
MASCO will provide two shuttle trips in the morning from Porter Square to the LMA during the DNC. There will be a shuttle trip leaving Porter Square at 7:10 a.m. (commuter rail train arrives at Porter Square at 7:01 a.m.) and another shuttle trip at 7:57 a.m. (commuter rail train arrives at Porter Square at 7:48 a.m.). 

Evening
There will be two shuttle trips in the evening during the DNC, leaving the LMA to Porter Square at 4:05 p.m. (to meet the commuter rail train at 5:00 p.m.) and at 4:35 p.m. (to meet the commuter rail train at 5:40 p.m.). The order of the stops from the LMA to Porter Square start at Joslin Place and then travel to 75 Francis Street, Binney Street Shelter, Shapiro Building, and BIDMC East Shelter.

Lynn Station Shuttle 

Morning
During the DNC, MASCO will provide two shuttle trips in the morning from Lynn Station to the LMA. There will be a shuttle trip leaving Lynn Station to the LMA at 6:15 a.m. (commuter rail trains arrive at Lynn Station at 5:53 a.m. and at 6:09 a.m.) and another shuttle trip at 7:05 a.m. (commuter rail train arrives at Lynn Station at 7:00 a.m.). 

Evening
There will be two shuttle trips in the evening, leaving the LMA to Lynn Station at 3:45 p.m. (to meet the commuter rail train at 4:52 p.m.) and at 4:45 p.m. (to meet the commuter rail train at 5:59 p.m.). The order of the stops from the LMA to Lynn Station start at Joslin Place and then travel to 75 Francis Street, Binney Street Shelter, Shapiro Building, and BIDMC East Shelter. 

Additional Service on Existing MASCO’s Shuttles 

Ruggles Express Shuttle
The Ruggles Express Shuttle will have five buses on this route during the DNC and will operate in the morning between 5:30 a.m. and 9:45 a.m. (every six to seven minutes between 6:15 a.m.-8:47 a.m.). The Midday Shuttle will operate to Ruggles Station every 25 minutes from 10:15 a.m. until 2:45 a.m. In the evening, The Ruggles Express Shuttle will resume service at 2:45 p.m. until 8:45 p.m. (every eight to ten minutes between 3:00 p.m.-6:00 p.m.).

JFK/UMASS Shuttle
The JFK/UMASS Shuttle will operate in the morning between 5:55 a.m. and 9:30 a.m. Please note that four additional shuttle trips were added in the morning at 7:50 a.m., 8:20 a.m., 8:50 a.m., and 9:15 a.m. A Midday Shuttle will operate at 12:20 p.m., 1:20 p.m., and 2:20 p.m. to JFK/UMASS Station from the LMA. In the evening, The JFK/UMASS Shuttle will resume service at 3:20 p.m. until 8:05 p.m. 

M6 Chestnut Hill Shuttle
Registered parkers at the Chestnut Hill Parking Lot will have the opportunity to take a Midday Shuttle back to the Chestnut Hill Lot from the LMA at 10:15 a.m. 11:05 a.m., 11:55 a.m., 12:45 p.m., and 1:40 p.m.

COMMUTEWORKS INCENTIVE PROGRAM

(NEW) Do.Not.Commute…Alone Incentive Program: CommuteWorks is pleased to announce that the DNC Incentive Program was a success with over 35 drive alone commuters from nine of MASCO’s member institutions giving up their parking spaces in the LMA during the DNC week. While the timeframe to register for the DNC Incentive Program is over, CommuteWorks can still assist employees and students with their commutes to the LMA during the DNC. GETTING TO LOGAN AIRPORT DURING THE DNC

  • Late afternoon and evening during the DNC, traffic from the North Shore should use Exit 33 Roosevelt Circle when traveling Southbound on I-93. Take Roosevelt Circle to Fellsway (Route 28), to Route 16, to Route 1A to Logan Airport.  I-93 South will be open in the morning and early afternoon only.

  • Late afternoon and evening during the DNC, traffic from the South Shore traveling on I-93 Northbound, will be informed at the Braintree split, that I-93 North is for local and airport traffic only, during restricted hours. Take I-93 to the Ted Williams tunnel to Logan Airport.  The Sumner Tunnel will be open in the morning and early afternoon only. 

  • I-90 East will take you to Logan Airport via the Ted Williams tunnel. During the restricted hours in the late afternoon and evening, there will be one travel lane from Allston to Boston, on both the east and west sides of the Pike that will become a designated lane for buses and emergency vehicles. There are currently no plans to shut down the Pike for any periods during the DNC. Expect heavy traffic.

  • Take the Green or Orange subway lines to the Blue Line, new Airport station, and then a shuttle bus to your terminal.

  • Take the Logan Express Bus from Framingham, Braintree, Woburn or Peabody. 

  • Water shuttle service from Quincy and Hull to Logan Airport is not expected to be impacted at this time.

  • According to the Boston Herald, airport officials recommend that travelers consider arriving as much as four hours early.

COMMUNICATIONS AND SPECIAL EVENTS

  • Mayor’s DNC Information Line and Website: Mayor Menino set up a DNC information line and website to answer citizens’ questions regarding the DNC: "Info 2004". The phone number for Info 2004 is (617) 635-2004 and the website address is www.cityofboston.gov/Info2004 .

  • (NEW) Harvard Medical School is hosting an event Friday, July 23rd titled, “Innovators of Today Meet Innovators of Tomorrow”. Mayor Menino is expected to attend.

  • (NEW) On Friday, July 23rd, Brigham and Women’s Hospital (BWH) will host Boston’s Mayor Menino and showcase the hospital’s world class, state-of-the-art civilian emergency medical training simulation center as part of the Democratic National Convention’s Creativity and Innovation Week. 

  • The Boston Red Sox/New York Yankees series is scheduled at Fenway Park for Friday, July 23rd at 7:05 PM, Saturday, July 24th at 3:15 PM, and Sunday July 25th at 8:05 PM.

  • The NASCAR Nextel Cup and Busch Racing weekend for the New England 200 & 300 Races will be held at the New Hampshire International Speedway in Loudon, NH, the weekend of 24/25 prior to the DNC. 101,000 guests are expected, causing potential traffic problems from the north as people exit the area (the last race begins at 1:30 on Sunday). 

  • Boston 2004 announced that 30 venues throughout Boston have been selected to host pre-convention parties on Sunday evening, July 25th, for visiting state delegations and territories. Please note that Boston Latin is hosting Oregon, Northeastern University is hosting Florida, and the Museum of Fine Arts is hosting Connecticut.

  • There will be traffic impacts in and around the LMA on Wednesday, July 28th, due to the following events: the Clinton’s are expected to attend a 2,000-guest party for the New York Delegation on Wednesday night, July 28th at Avalon nightclub on Lansdowne Street. In addition.

  • The Democratic Governors Association reception is proposed to be held on July 28th at Fenway Park. There are no changes for offsite parkers at this time due to these events. More details will become available in the future.

EMERGENCY PREPAREDNESS

  • MASCO On-Call During the DNC: Representatives from MASCO have been trained to respond to the City Emergency Operations Center (EOC) and to work with our member institutions in the LMA Joint Operations Center (JOC) in the case of an emergency. During the DNC, several MASCO representatives will be residing close to the LMA to better fulfill these roles in the event of an emergency. The LMA JOC and Press Briefing Center will not be activated during the DNC unless there is an emergency event.

  • Drill: To prepare for the DNC, MASCO and our member institutions will be participating in a drill in July, before the DNC, to test the City's Exodus Plan and associated LMA Detour Plan. Please note that neither MASCO nor the LMA JOC will implement this plan without a declared emergency by the Governor, the Mayor, or other designated authority.
